Bulgaria is a very interesting prospect for the solar power sector, with equivalent solar insolation rates to Northern Spain, and current legislation that provides for solid feed-in tariff laws which include a purchase requirement. For systems of more than 5 КW, the Bulgarian energy suppliers pay the operators 0.728 BGN (0.372 €) per kWh. These rates are guaranteed for 25 years and energy suppliers are required by law to take 100 percent of the power that is fed into the grid. These conditions apply to everyone who registers their systems by the end of 2015.

 

To take advantage of this, Consultia Bulgaria has developed a portfolio of land suitable for solar energy fields. Whilst some plots are simply for sale, others already have permits to connect up to the national grid.

Additionally, once the land has been located, our legal team will ensure that all permits are processed on behalf of our clients. Sunseeking PV Inc* is a company that installs photo-voltaic systems internationally. Its basic business model is to purchase land suitable for solar panel installations. There the company installs PV systems and panels, before connecting installation to the national grid. The company then sells on the final installation and its future cash flows (guaranteed by the government) as a financial product to institutional investors. Aware that Bulgaria has excellent sunlight conditions and feed in tariffs, Sunseeking PV Inc approached Consultia Bulgaria to provide them with the necessary assistance to set up their business model in Bulgaria.

 

Our Legal Department set the ball rolling, setting up a limited liability company. All back office functions, such as accounting and general administrative work was carried out by our Business Services Department. Meanwhile, our Renewable Energy Department set about locating suitable plots of land that met the requirements of the client. Working hand in hand with the legal department, due diligence was carried out on several suitable sites, and on choosing a final site, the relevant permits were applied for and the land was purchased. The client used its own lead engineers, but relied on our Recruitment Service to find extra necessary qualified Bulgarian personnel to complement the team. After several months hard and hectic work, the plant was completed, and the client was ready to sell it on in smaller packages. Again, Consultia Bulgaria was on hand to handle all administrative and legal work to make this possible. Finally, our Tax Department ensured that the whole operation was set up and concluded, taking advantage of tax rules specifically designed to stimulate foreign direct investment.
